Longhua District was established on December 30, 2011. Its jurisdiction covers 175.58 square kilometers. It has six sub-districts (Guanhu, Minzhi, Longhua, Dalang, Fucheng, Guanlan), 36 community workstations and 100 community residents’ committees. At the end of 2014, there were 1.4345 million permanent residents, among which 187 thousands residents were registered permanent residents. Longhua District managed 2.855 million people in total.
Regional Transportation. Longhua District is located at the center of Shenzhen Municipality geographically and the development axis. Longhua District borders Dongguan and Guangming New District to its north, Longlang to its east, Futian, Luohu, and Nanshan to its south, as well as Baoan to its west. Shenzhen North Railway Station is the largest station in the Southern China area. It is gigantic comprehensive transportation hub with port function. It is also the interception of Guangzhou-Shenzhen-Hong Kong Express Rail Link and Xiamen-Shenzhen Railway. In addition, two metro lines have stops here. Driven by the Express Rail Link and metro, the trail line of the first modern tram is in Longhua. Jihe, Meiguan, Qingping, Fulong and other expressways cross the District. It is developing into a modern urban transportation system including six rail transits, expressways, express trunk road network and trunk road network.
Economic industry. Longhua District is a major industrial district in Shenzhen Municipality. It creates a development structure with industry as leading factor, electronic information industry as the pillar industry, and export-oriented economy as its significant feature. The ratio of these three industries is 0.02: 61.22: 38.76, with electronic information industry taking up 71.55% of the total output, and a 265% ratio of dependence on foreign trade.
Longhua District has 202.5 thousands commercial subjects, taking up 11.9% of that in Shenzhen Municipality. There are 114.2 thousands enterprises. It has 9,316 industrial enterprises, among which 820 industrial enterprises are above-scale enterprises. 314 enterprises have output values of more than 100 million yuan. Among the 314 enterprises, 29 enterprises’ output values range from 1 billion to 10 billion, and five enterprises have output values more than 10 billions. 34 enterprises pay more than 100 millions yuan in tax each. There are 537 state level high-technology enterprises, and 26 key laboratory and R&D centers at municipal level. The Longhua District has a series of brand enterprises including Foxconn Technology Group, Changan PSA Automobiles Co., Ltd., Fuji Xerox Co., Ltd. and Mission Hills Golf Club. In addition, it also has an array of high-technology enterprises including Sanjiu Medical Pharmaceutical CO., LTD., Shenzhen Zhijun Pharmaceutical. Co. Ltd, Infinova Group, and Winner Medical Group Co., Ltd. Furthermore, Longhua District has a number of major projects, including Changan PSA Automobiles Co., Ltd., Century Technology (Shenzhen) Co. Ltd. Low Temperature Poly-silicon Thin-film-transistor Liquid-crystal Display (LTPS TFT－LCD), and Shenzhen Garment Base. There are 704 various financial institutions, 45 large-scale retail business entities (above 5000 square meters). The total space of business network reaches 4.565 million square meters. Modern garment industry is blossoming. In 2014, Longhua District had a total production output of 149.8 billion yuan, which was ranked as the first among four new districts with an 8% increase. The above-scale industry total output was 382.2 billion yuan. The above-scale industr added value was 87 billion yuan. The total import and export amount was 64.6 billion dollars. These three achievements were ranked among the top in Shenzhen Municipality. The total investment in fixed assets was 35.7 billion yuan. The total retail sales of consumer goods was 22.2 billion yuan. Tax revenue from domestic enterprises income tax and foreign enterprise income tax was 27.4 billion yuan. Local public finance income was 8 billion yuan, which kept increasing.
Public Affairs. Longhua District has 60 primary schools and middle schools with 119.1 thousands school spots, 156 kindergartens with 49.9 thousands school spots, 266 medical and health institutions, and 3 large-scale public hospitals with 2876 sickbeds. In 2014, People’s Hospital of District Longhua Shenzhen and Shenzhen Longhua District Central Hospital total outpatient number were more than 4 millions and 3.6 millions respectively, which were among the top in Shenzhen. Culture and Art Center, library, theatre, Culture Square and other infrastructure facilities kept improving.
Ecology and Humanity. Longhua District is close to mountain and lake, and has a beautiful nature environment. It has a variety of ecological tourism resources, including Mission Hills Leisure Tourism National 5A-level Scenic Area, Shanshuitianyuan Tourism Culture Garden National 4A-level Scenic Area, Guanlan River, Yangtai Mountain Forest Park. The District also has 81 parks, 204 kilometers of green trails. The green coverage rate of the District is 45.25%. People in Longhua are sincere and simple, and they have a rich Hakka traditional culture. The former site of Baishilong Chinese Culture Guru Rescue is in Longhua District. In addition, Longhua District has two demonstration basees for national culture industries, including Guanlan Original Printmaking and Auratic Porcelain. The first profession printmaking museum, China Printmaking Museum is also in Longhua District. Da Chuankeng Kirin Dance and other traditional culture projects are selected to be one of the National Intangible Cultureal Heritages. Longhua District is also considered to be the source of migrant literatures.
Future Development. District strategic position: “two districts and one town”, which means the accelerating transformation and upgrade demonstration site, the Special Zone Integration Demonstration Site, as well as modernization and internationalization axis new town. Development goal: strong industrial area, livable new town, humanistic homestead, and happy Longhua. Development route: to promote transformation development, so as to support industrial transformation and create a strong and creative Longhua; promote urban transformation, so as to create a aesthetic and beautiful Longhua; promote social transformation and human transformation, so as to construct a happy, peaceful, energetic and humanistic Longhua. Strategic plan: “Three Steps”, which refers to “moderate change every year, huge change every three years, and significant progress every nine years”. Key of construction: “one development axis and nine areas”. “One development axis” was constructed along “Meiguan Expressway (Urban Expressway)”, “Metro Line 4”, “Central Peak Park” and “Guanlan River”. It includes Meiguan Avenue Innovation Corridor, Guanlan River Ecological and Cultural Corridor, and Western Industrial Corridor. “Nine key development areas” has two core functions, including Shenzhen North Rail Station Central Business District, District Technology and Culture Service Center; three transformation and upgrade demonstration sites, including Qing River Transformation and Upgrade Demonstration Park, Longhua Buseinss Center, and Dalang Fashioin Innovative City; and four strategic emerging industrial bases, including Longhua Automobile Industry City, Jiulong Mountain Technology Park, and Guanlan Culture Industrial Park.
Guanhu sub-districts(观湖街道办): Technology and Culture Center
Longhua District Administration Commission is located in Guanhu Sub-district Office. Guanhu Sub-district has four community workstations (Guan City, Songyuanxia, Zhangkengjing, and Xintian), and 13 residents committees. Its jurisdiction area covers 259.1 thousands square kilometers. At the end of 2014, its total population reached 311.8 thousands.
Guanhu Sub-district specially focuses on development of strategic emerging industries, high-technology industry, technology and culture service industry and so on. For the time being, there are a over 1000 enterprises in various fields, including Fuji Xerox Co., Ltd., Canon Inc., Sanjiu Medical Pharmaceutical CO., LTD., Auratic, Shenzhen Hutchison Inland Container Depots and other famous enterprises. In the future, Longhua District Technology and Culture Service Center as well as Strategic Emerging Industrial Park will be constructed in Guanhu Sub-district. In addition, the 14.6-kilometer Guanlan River ecological and culture corridor will develop into the Cheonggyecheon in Shenzhen.
Guanhu has rich education resources. Guanlan Middle School in Guanhu has over a hundred years of history. Zhenneng Primary School and Guanlan Second Middle School, Xintian Primary School, US-China School, Wanan Primary, Huayang Special School and Shenzhen No.8 Senior High School are all located in Guanhu Sub-district. The transportation is convenient in Guanhu Sub-district. Metro Line 4 extension project, tram project, and Meiguan Expressway transformation project are actively progressing. Guanlan Boulevard, Guanping Road, Huanguan Middle Road and other major roads form a developed transportation network.
Minzhi sub-districts(民治街道办): Obvious Locational Advantage
Minzhi Sub-district office is located to the north of Meilin Checkpoint, and it is adjunt to the central area of Futian District. It is one of the two “Special Zone Integration Demonstration Sites” in Shenzhen. As an important regional railway passenger transport hub, Shenzhen North Railway Station will be constructed in Minzhi. Shenzhen Metro Longhua Line, Huanzhong Line, and Guangming Line all cross Minzhi Sub-district, and thus form a transportation network extending in all directions.
Minzhi is located at the intersection of Luohu, Futian, Nanshan, Longgang, and Baoan, and the core area of Shenzhen central development axis. It is only 15 minutes drive from Huanggang Checkpoint, 20 minutes from Baoan International Airport, and 30 minutes from Yantian Port. Moreover, Minzhi is close to Meilin Checkpoint and Shenzhen central area. With Fulong Road being put into use, it only takes five minutes to drive from Minzhi to Shenzhen central area. On November 2nd, 2010, Minzhi was designated as one of the Special Zone Integration Demonstration Sites. Driven by this opportunity, Minzhi accelerates its industrial transformation and upgrade process. Shirble Department Store, Guoanju Decoration Ramada Plaza Hotel, Imperial No.1 Furniture company, and Shuidu Restaurant started their businesses in Minzhi. A series of financial institutions, including Development Bank, Minsheng Bank, Hua Xia Bank, and Baoshang Bank, came to Minzhi. Niulanqian Small and Medium Enterprise Economic Base has successfully attracted business investment. Shenzhen International South China Logistics Co., LTD., finished expansion project. Macalline has signed project contract. 127 Display Art Industrial Park successfully opened to public, and it was chosen as branch venue of the 7th China (Shenzhen) International Cultural Industries Fair and the “Shenzhen Cultural Industry Base”. The emerging industry development of Minzhi becomes an icon of Shenzhen Western economy development.
Shenzhen North Railway Station is 9.3 kilometers away from the center of Shenzhen Municipality, and 12 kilometers away from Huanggang Checkpoint. It is connected to multiple expressways in the city, which serves as a transfer station of express railways (such as Guangzhou-Shenzhen-Hong Kong Express Rail Link, Xiamen-Shenzhen Railway) and metro (the Longhua Line, Huanzhong Line and Guangming Line). It is the central railway passenger terminal in Shenzhen, and the most crucial station of Shenzhen railway with a feature of “Two Major, Three Supplementary”. Shenzhen North Railway Station connects Beijing-Guangzhou-Shenzhen-Hong Kong railway, Xiamen-Shenzhen railway, coach stations, bus stations, taxi stops and parking lots, which forms a large-scale comprehensive transportation hub with checkpoint function. It is also an important regional railway passenger transport hub in the country. Shenzhen North Railway Station is a gigantic comprehensive transportation hub, which has the largest construction space, the largest building area, and the most complete transfer function. High-speed railways with a speed of 300 kilometers/hour run across Beijing, Wuhan, Guangzhou, Shenzhen, and Hong Kong. It only takes 20 minutes to get to Hong Kong from Shenzhen North Station, 35 minutes to Guangzhou, four hours to Wuhan, and only 10 hours to Beijing. In addition, Meilin-Guanlan Expressway, Nanping Expressway, Bulong Road, Meilong Road, Xinqu Boulevard, and Pingnan Raiway all run across Minzhi Sub-district.
Longhua sub-districts(龙华街道办): Industry Leading Position and Primary Trading Area
During the past 30 years of reform and opening-up in China, Longhua Sub-district grew from a typical small agricultural town to an industrial city, with more than 600 thousands permanent residents, and an annual production output of more than 250 billions yuan from above-scale industry. It became an important electronic information base in Shenzhen. It is also advanced production center and regional core business circle. At the same time, Longhua Sub-district also emphasizes people’s livelihood infrastructure construction, and raises city’s level.
Longhua Sub-district infrastructure facilities can meets all needs. Longhua Culture and Art Center is located at the northeast of Longhua Square, which is a new welfare comprehensive cultural activity venue. With total investment of around 60 millions yuan, the Longhua Culture Square transformation project has finished early planning stage, and is about to be implemented. Upon completion, the Longhua Culture Sqaure can provide better leisure and entertaining services to citizens. On September 15, as “Baoan District Top 10 Peoples’ Livelihood Projects”, Longhua Park officially opens to public after transformation and upgrade. Now, Longhua Park has Long Corridor, Labor Window, Fitness Area and other theme areas and leisure areas. In general, the park features culture, leisure, entertaining functions and characteristics of garden. In addition, Longhua Sub-district is contracting eight transportation main roads under high standard and promoting urban renewal. By planting and beautifying; green ecological area construction; special road construction, Longhua Sub-district intends to promote integration among business, gourmet, culture and urban environment, so as to raise city’s level and create a fashion city.
Electronic information industry is the advantage of Longhua Sub-district, centering on Foxconn. Longhua Sub-district is actively promoting “One Base, Five Centers” construction of Foxconn. With Foxconn as the center of electronic information industrial chain, Longhua Sub-district is guiding the transformation of development models of 172 industrial enterprises within the industrial chain, so as to advance pillar industry. Wang Yang, the member of the Political Bureau of CPC Central Committee and the secretary of a Guangdong Provincial Party Committee of the CPC, commented on the successful transformation of Foxconn, “By strengthening research and development, as well as accelerating transformation, Foxconn is reborn in this new historical era. It exemplifies how Guangdong industry is reborn via transformation and upgrade.” On December 6th, 2011, the fifth generation of low-temperature polysilicon production line is put into use by Century Technology (Shenzhen) Co. Ltd. It is the first production line in China and the second in the world. It enhances the upgrade of panel application technology, and also fills in the blank in new display technology. Large enterprises, such as Haorizi, Fuanna, Instant Data Forms (Shenzhen) Co. Ltd., abd Chang Jiang Furniture, and advantaged traditional industries such as tobacco, bedding and office furniture is focusing on constructing a modern industrial system of “high-end, headquarter, low-carbon, clustering”, by technology transformation. In 2011, Longhua Sub-district plans to reach a total above-scale industrial production output of 263.5 billion yuan, and rank the first in Longhua District.
Dalang sub-districts(大浪街道办): Natural Ecology and Fashion Capital
At the feed of Yangtao Mountain, Dalang Sub-district is located at the intersection of Shenzhen central integrated group and western high-technology group. Dalang is planning to develop natural resources and fashion industry as its special focus.
Dalang has rich and abundant natural ecological resources: Yangtai Mountain (south), Nikeng Mountain (north), Xikeng Reservoir (central) and six other reservoirs. Its green coverage rate is 54.5%. Water conservation district and space within ecological control line take up 52% of the total space. Yangtai Mountain is one of the eight famous sites in Shenzhen. It is an original leisure and holiday resort, and an important natural source of oxygen. The natural resource provides a strong support for the development of leisure tourism economy and high-end hotel business. There are 14 community parks in Dalang Sub-district. The per capita public green area is 21.8 square meters. Dalang has been awarded as the “Top 10 Management Units” by the “Pengcheng Cup” urban landscape sanitation for four consecutive years, and the first place in the “Baoan Cup” urban landscape and environment competition. It developed into “National Hygiene City” and “Shenzhen Municipality Beautiful Sub-district”. With the completion of Yangtai Mountain Forest Park Square project and sightseeing area construction project, a low-carbon style ecological economic chain is gradually formed, including tourism, hotels and suburban recreation.
In 2011, the urban development unit planning pilot site in Dalang Shiao area started. This is a 3.76-square-kilometer area with fashion base as core development area. It was listed as one of the nine urban development units of the 12th five-year plan of Shenzhen Municipality. Close to Dalang sub-district office, Shenzhen garment clustering base Phase 1 is planned to take up 1.08 million square meters, and it will have complete infrastructure and road facilities. At the end of 2013, all 22 famous fashion enterprises would all be put into operation. Their annual outputs are expected to be over 10 billion yuan. At the Shenzhen International Fashion Brand Fair in July 2012, the first “Dalang Cup” national Shenzhen Womenswear Design Competition kicked off. During the Universiade , Dalang held the “Shenzhen Baoan Dalang Cup New Silk Road International University Students Fashion Festivel”. Dalang sub-district is gradually developing into a new industrial economy with fashion base as core, and fashion life products (such as Belle and Red Apple furniture) as extension.
Fucheng sub-districts(福城街道办): Low-Carbon Industry Cluster
Fucheng Sub-district Office is located in the northwest of Longhua District, managing four community workstations, including Fumin, Xikeng, Dashuikeng, Zhangge. Its jurisdiction area covers 28.79 square kilometers. At the end of 2014, its total population is around 383.8 thousands people.
Fucheng Sub-district focuses on small and medium technology enterprises, low-carbon industry, electronic information industry and so on. Until now, Fucheng Sub-district has more than 40 large (medium) industrial parks, accommodating a series of famous enterprises such as Foxconn, China Datang Corporation, Lechu Food and so on. It has Longhua District Central Hospital, Weiguang Hospital and other medical facilities, as well as education facilities including Fuyuan School, Guanlan No.2 Primary School, Bowen School. In addition, Jiulong Mountain Technology Park, Fumin Low-carbon Industrial Park and other industrial transformation and upgrade projects are in Fucheng Sub-district as well. Zhangge Community under Fucheng is selected as one of the 16 social construction pilot communities. “Sunshine home” in Zhangge Community and “Energetic Dan Lake” in Xikeng Community have obtained initial achievements. They became an icon of primary social construction.
Guanlan sub-districts(观澜街道办): New Style International Community
The new Guanlan Sub-district has seven community workstations, including Junzibu, Niu Lake, Dashuitian, Guihua, Xinlan, Kukeng, and Liguang, as well as 16 residents’ committees. Its jurisdiction area covers 346 thousands square kilometers. At the end of 2014, its total population is around 343.7 thousands people.
Guanlan Sub-district pays special attention to automobile manufacturing industry, culture innovation, leisure tourism industry and so on. It has two industrial functional areas, including “Longhua Automobile City” and “Guanlan Culture Industrial Park”. With Changan PSA Automobiles Co., Ltd. and Longhua Automobile Industrial City as base, Guanlan Sub-district develops a complete automobile industrial chain, which covers a series of industrial clusters, including automobile design, manufactory, sales and service. Guanlan Sub-district aims to become a new highlight of Shenzhen cultural innovative industry, following models such as “Culture+Technology” and “Culture+Tourism”. Its development will be supported by Guanlan Orgininal Printmaking Base and Mission Hills Golf Club，Shanshuitianyuan Tourism Culture Garden National 4A-level Scenic Area, Guanlan Red Wood Culture Industrial Clustering Area, and Xuanyun Arts. At the same time, taking advantages of Mission Hills Golf Club and Guanlan Original Printmaking Base, Guanlan Sub-district is actively introducing international talents; establishing an international industrial platform; creating an international living environment; and developing into a modernized and international new-style community.
